Metal Gear Solid V: The Phantom Pain Walkthrough – Mission 20: Voices

When the mission begins, Snake will be deployed outside of Munoko Ya Nioka. Although Ocelot mentions that passing through this area is the "only way" to reach the mission objective, there is actually an alternate route available! Unless you need to collect items or neutralize soldiers for Mother Base, it's best to avoid sneaking through Munoko Ya Nioka. Instead, take the valley situated between guard post #16 and guard post #20. This shortcut will prove to be very helpful in reaching the Ngumba Industrial Zone more quickly.

Upon reaching guard post #20, remain prone and crawl past the guard post (or move to the side while riding on D-Horse). Continue toward Ngumba, where you will find a solitary CFA tent guarded by two soldiers and a locked fence. You can either neutralize the guards and unlock the fence or quietly ascend the hill on the right side to bypass the locked gate from above. From this vantage point, Snake can choose to head towards the mist-covered area near guard post #17 or take the shortcut next to the destroyed bridge. Since guard post #17 has an overwhelming number of enemies, it’s advisable to opt for the shortcut at the ruined bridge. On the other side, you will find ledges that Snake can climb to gain elevation. Use these ledges to reach the top, then navigate the hill on the right to get closer to the Ngumba Industrial Zone tunnel.

Sneak past the CFA tent by crawling beneath the tree root, then head into the tunnel leading to Ngumba and the Devil's House. The area outside the Devil's House is strangely quiet and devoid of enemies, so make your way into the building at the far end. Once you enter the lab, continue until you reach a curtain that you can pull aside. Open the curtain and move into the next room to trigger a boss battle! When the Man on Fire appears, quickly exit the building for safety. Avoid using the tunnel to escape, as the Fire Man will destroy it and seal off the area, which will negatively impact your mission ranking.

The Man on Fire is immune to conventional firearms and explosives, as well as melee attacks, and he can kill you instantly if he grabs you. If he gets too close, dive away to avoid him. Be cautious when he winds up, as a fireball will follow. Try to conserve your ammo and focus on incapacitating him instead. Keep in mind that calling in the chopper without neutralizing the Man on Fire will likely result in him shooting it down.

You can stun the Man on Fire by using water from the water towers and the water tanks in the warehouse. Detonating C4 at the base of a water tower will cause it to collapse, flooding the surrounding area with water. Alternatively, you can position yourself near the base of a water tower and allow him to shoot a fireball at it. This will destroy the tower, dousing him and temporarily incapacitating him.

Incapacitate the Man on Fire using the water tower, then swiftly call in the chopper and exfiltrate the Hot Zone before he has a chance to recover. Alternatively, you can place a charge indoors near a tank, call the chopper, lure him toward the trap, run away, detonate the charge, and make your escape.
